Air India issues new guidelines for pilots.&whats going on with railway locopilots by reducing crew link strength?

NEWS-
Air India Express has recast its schedule with effective from February 15 to comply with the new DGCA, CAR guidelines. An AI press release here today said in accordance with the new CAR guidelines which emphasize safety and also addresses fatigue of pilots, Air India Express has to make certain changes in its flight schedules. Majority of the flight timings will be changed to day time effective February 15 so as to avoid the WOCL phase. The most important area the new CAR has addressed is the WOCL phase. Window Of Circadian Low (WOCL) is best estimated by the hours between 0200 and 0600 for individuals adapted to a usual day-wake/night sleep schedule. This estimate of the window is calculated from scientific data on the circadian low of performance, alertness, subject report (i.e., peak fatigue), and body temperature. For flight duty periods that cross 3 or fewer time zones, the window of circadian low is estimated to be 0200 to 0600 home-base/ domicile time
&WHATS NOW HAPPENING WITH RAILWAY LOCOPILOT?
Based on the old HOER ,MAIL& EXPRESS crew links becomes more tough by reducing crew strength, extended crew beat, continuous 4 night working,104 hr fortnight duty,12 hr HQ REST,REDUCING WEEKLY 30 hr PR,etc.A HIGH POWER COMMITTEE IS FORMED FOR REVISING HOER.BUT THEY are not study about the actual problems. In ourPGTdivision , CREW LINK  changed 5 to 6 times in a month  based on this HOER after introduction of NEW 2TRAINS(RAJYA RANI EXP.& INTERCITY EXPRESS).After the introduction of every train, the CREW STRENGTH becomes reduced by the COM of southern railway. most of the loco pilots are suffered with these INHUMAN COM CREW LINK which is against the safety of both the engine crew& the passengers in trains.AND THE QUESTIONS ARE REMAINING?.......WHATS  HAPPENING WITH RAILWAY LOCOPILOTS?.THEY are also human beings.......
